Curfew laws apply whenever a youth is in a public place or semi-public place such as a restaurant, park, sidewalk etc. Parents cannot, as a rule, give permission for their child to violate curfew. It is unlawful for a parent to knowingly, or through negligent supervision, permit their child to habitually violate curfew.
Valid exceptions to the curfew ordinance include:
- When involved in employment or when going to, or returning home from, his/her place of employment.
- If the youth is involved in an emergency.
- If the youth is participating in a school, church or other organized activity with adult supervision, or is returning home from such a function without any detour or stop.
- When accompanied by a parent or an adult authorized by the parent. If contacted the parent should be able to say specifically who they authorized their child to be with.
Coon Rapids police officers enforce the curfew ordinance. Juveniles issued curfew citations are referred to juvenile court.
