1. When am I required to have a permit?

Building permits are needed for most home improvement projects, including: • Windows • Siding • Roofing • Electrical work • Plumbing • Sheet rock • Demolition • Framing • Additions • Garages • Driveways • Steps • Decks If you are not sure if a building permit is needed, call our Building Inspections Department at 763-767-6476. In some cases you must have a licensed contractor for certain projects.

2. Why do I need a building permit?

Many times your home is your single largest investment. If the construction project does not comply with codes adopted by the City, the value of your home investment could possibly be reduced. In addition, property insurers may not cover work done without proper permits and inspections. If a home or building is listed for sale, a potential buyer may examine City records to ensure proper permits and inspections were obtained.

3. When is a permit not required?

Permits are not required for the following projects: replacing cabinets in a kitchen or elsewhere, installing carpet or other floor coverings, installing wallpaper or paneling on finished surfaces, redecorating without structural changes and simple landscaping projects.

4. Who can apply for a permit?

Homeowners may apply for a permit if they plan to do the work themselves on the structure they presently reside in. If you are hiring a contractor, the contractor is required to have a State Building Contractors license and pull all required permits. The Homeowner or Contractor completing the work is responsible for obtaining all required permits. Building Permits are required for nearly all structural improvements made to a home or accessory buildings. Additions, decks, porches, roofing, siding and windows require building permits. Mechanical Permits are required for heating and ventilation system work. Electrical Permits are required for all electrical wiring. Plumbing Permits are required for all changes to plumbing. If you are unsure if a project requires a permit, you may contact the Building Inspection Department at (763) 767-6476.

5. Can I apply for the permit for the contractor?

No. The contractor must take out a building permit. When the contractor signs the permit, they are agreeing to do the work according to code. If you sign for the permit, you are liable for correcting the contractor's work if it should fall short of City adopted code standards. Before your project begins, insist on seeing the permit. During the course of your project, monitor your contractor’s inspection records. This protects homeowners from being responsible for code violations and ensures project completion.

6. Is there a time limit or expiration date on permits?

Typically permits expire if work authorized by the permit is not commenced within 180 days after issuance.

7. Can I apply for a permit on-line?

Permit applications can be found on the City's website under ePermits. Contractors and homeowners can obtain some residential building, plumbing, mechanical and electrical permits electronically through the Internet. The process is simple, and the website transaction is secured through PayPal.

8. Is a dumpster allowed?

Yes.  The placement and use of dumpsters, both soft and hard sided, on residential properties is limited to one month, except in associations with an active building permit. In such cases, the dumpster must be removed within six months of the date of the issuance of the building permit. Dumpsters are not allowed to be placed on city streets; they must be placed on private property.

9. Do I need a permit for a concrete patio?

No permit is needed for a patio. A patio is defined as: A hard-surfaced area not covered nor designed or intended to be covered by a roof, excluding sidewalks, walkways around swimming pools or driveways.

Civic Center

1. Is the Civic Center open on holidays?

The Civic Center is closed on national holidays:   New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving and Day after, Christmas Eve and Christmas Day. 

2. Can I bring in my own food or do I need to use a caterer?

Yes, you may bring in your own food and non-alcoholic beverages. Or, you can use the caterer of your choice.

3. Can I rent the kitchen if I don’t have a caterer?

No, our kitchen is a commercially licensed kitchen, and you must have a Minnesota licensed caterer if you wish to use the kitchen. The kitchen currently does not have a working stove or oven. 

4. Can we serve wine and beer?

Yes, but you must contract with a vendor on our Approved Alcoholic Beverage Providers list to provide and serve the beverages.

5. Can we serve hard liquor?

Yes, but you must contract a vendor on our Approved Alcoholic Beverage Providers list to provide and serve the beverages.

6. What does the fee for serving alcohol cover?

It pays for a Coon Rapids police officer to provide security for the last four hours of your event.

7. Can we bring in glitter for decorations?

No, it’s impossible to vacuum out of the carpet.

8. Can we bring glitter/confetti/rice/birdseed to toss over the happy couple?

No.  Due to various reasons none of these items are allowed.

9. Can we decorate with candles?

Yes. They must be contained in some sort of votive or glass.

10. Can we have a DJ?

Yes. Friday or Saturday nights music must end at midnight.  You must cognizant sound levels so you are not disturbing other renters.

11. Can we have a band?

Yes you may, but the music has to stop at midnight and you must be cognizant of the level of sound so that you are not disturbing other renters.

12. Can we tape or tack banners and other decorations to the walls?

No. Tape and tacks damage the surface of the walls, requiring repair afterward.

13. Can we decorate the night before our event?

Plan your celebration so you have time to decorate within the contracted rental time. If you need to decorate earlier, include this time in your rental agreement.

14. Can we have access to the space earlier to decorate?

Please plan your celebration so you have time to decorate within the rental period you contracted.

15. Can we have a fire pit outside?

Yes as long as you clean up afterwards and keep the fire pit at least 10 feet away from the building or other combustible surfaces.

16. Can we decorate with balloons?

Yes, as long as they are securely anchored and remain in the rented space.

17. Do we have to vacuum after our event?

Only if the floor is unusually dirty. Otherwise, all we require is that you wipe down the tables and take out the trash.

18. Do we need to take our trash home with us?

No, we have a dumpster at the rear of the building. Please deposit your trash there and put new bags in the trash cans.

19. Can we have a casino fundraiser in the Civic Center?

Only if a lawful gaming permit has been issued by the City and your casino is conducted pursuant to State law.

20. Can we have a stage?

Stages that are less than 12 inches in height are permitted for head tables only and must be removed upon completion of your event.

21. Are E-cigarettes allowed in the Civic Center?

The City Center is a smoke-free building including e-cigarettes. Smoking is allowed outside the building only.

22. Are guns permitted in the Civic Center?

Firearms are strictly prohibited in the Civic Center.

23. What is your refund policy?

Rental fees and other charges are completely refundable if the City cancels the use of the Civic Center for any reason other than violations by the user. If the permit holder requests cancellation more than forty-five (45) days before the event, a full refund will be issued if an alternate user is found. There is no refund of the rental fee if the permit holder cancels within forty-five (45) days prior to the event.

24. What if I have to cancel my event?

Rental fees and other charges are completely refundable if the City cancels the use of the Civic Center for any reason other than violations by the user. If the permit holder requests cancellation more than forty-five (45) days before the event, a full refund will be issued if an alternate user is found. There is no refund of the rental fee if the permit holder cancels within forty-five (45 ) days prior to the event.

25. Can I hold a craft sale at the Civic Center?

Yes! We will work with you regarding table set up and ideas on marketing your event.

26. Is there a discount for non-profits?

Yes, the fees are discounted for non-profits. Please refer to the Fee Schedule.

27. Is there a discount for residents of Coon Rapids?

Yes, the fees are discounted for residents of Coon Rapids. Please refer to the Fee Schedule.

28. Is there a discount for student athletic groups?

Yes, fees are discounted for Coon Rapids athletic groups. Please refer to the Fee Schedule.

29. Can I hang decorations from the ceiling?

Decorations may not be hung from the ceiling.

30. Can I bring and use my own decorations?

You may bring your own decorations that are not glitter or tacked or taped to walls.  Decorations may not be hung from the ceiling.

2. What are your hours of operation?

CTN is generally open Monday-Friday from 9 a.m. to 5 p.m. However, it's possible all of our staff could be out in the field on assignment during some of these hours. It's always best to call ahead if you need to drop something off or pick something up.

3. Where can your channels be seen?

CTN programming is available on Comcast in Coon Rapids.  Our community calendar can be seen on Channel 14, community programming is available on Channel 15 (859 HD), government programming can be viewed on Channel 16 (799 HD) and content from other local community stations runs on Channel 19.

5. Can I get CTN programming on Dish or Direct TV?

No, You can only get CTN’s award-winning programming on Xfinity (formerly Comcast) cable television.

6. Do you offer public access?

CTN programming is all staff produced, therefore, we do not have a public access facility.

7. Where can I turn in cable equipment or pay my bill?

CTN does not collect cable equipment or process payments for Comcast bills. The closest Comcast/Xfinity Store is located at 9660 Colorado Lane in Brooklyn Park. They are open Monday-Saturday from 9 a.m. to 7 p.m. and Sunday from 11 a.m. to 5 p.m. Information on CenturyLink will follow.

8. How is CTN funded?

The City of Coon Rapids does not use general tax dollars to fund the activities of CTN but instead generates departmental funding through cable user fees. These fees are listed on your monthly cable bill as a 5% franchise fee and a $2.23 Public, Education and Government (PEG) fee. These fees, combined with the revenue generated from our production service projects, provides the funding necessary to operate CTN.

1. How do I locate a site for my business in Coon Rapids?

Business owners can search online for land and buildings available for sale and lease using the MNCAR website. MNCAR website

2. Does my business need a city license or permit?

The City of Coon Rapids does not require a license for most types of businesses. However, certain businesses, including those selling alcohol, tobacco, fireworks, Christmas trees, or secondhand goods, must have a city license. Massage therapy businesses, bowling alleys, adult-oriented businesses, and currency exchange businesses also require a license. Please contact the City Clerk’s Office at 763-767-6493 for application information.

Also, different types of businesses are allowed in different zoning districts. You can check the Zoning Map to find out the zoning of a particular property and the land development regulations (City Code Chapter 11) to find out which uses are allowed. Contact the Planning Division at 763-767-6430 if you have any questions related to land use or zoning.

Even if your business does not need a city license, most types of building renovations will require at least one building permit. You can contact the Building Inspections Department at 763-767-6476 for more information.

3. Can I operate a business from my home in Coon Rapids?

Home-based businesses are an important part of the city’s economy. Certain types of home occupations are permitted in the City of Coon Rapids without any city approvals. These generally include types of businesses that do not bring customers to the residence or involve internal or external modifications to that are not customarily found in residences. Other types of home occupations require a home occupational permit, which is granted by the city’s Planning Commission.

These types of home occupations may involve internal alterations to the residence or a customer or outside employee arriving at the residence. Certain types of home occupations are prohibited, including auto repair, engine repair, firearm sales, and welding. 4. Where can I receive assistance with financing, writing a business plan, or finding employees?

The City of Coon Rapids offers financial assistance for development projects meeting certain city goals. Businesses can receive technical assistance through the Coon Rapids Open to Business program, which provides existing and prospective entrepreneurs with free one-on-one counseling with a business advisor. The program provides assistance in financial management, loan packaging, business planning, real estate analysis, marketing, navigating regulations, and professional referrals. The Minnesota Department of Employment and Economic Development’s Business Services Division can help companies expand, find and train employees, promote international trade, and finance business expansions. Election Judge

1. Who is eligible to be an election judge?

Any Minnesota resident eligible to vote who can read, write and speak English can be an election judge.

2. How can I become an election judge?

Contact the City Clerk at 763-767-6493. Serving as an election judge is a great opportunity to serve the community.

3. How are election judges selected?

Appointments are recommended by the City Clerk, depending on the needs for each election, and approved by the City Council.

4. Are election judges paid?

Yes. The current pay is $11 per hour.

Minnesota Statute 204B.195 allows individuals to take time off from work, without penalty or loss of wages, to serve as Elections Judges on election day(s). A 20-day written notice requesting to be absent from work for this purpose must be submitted to the employer. The request must be accompanied by a certification from the City of Coon Rapids indicating the days and hours the employee will serve as an Election Judge.

The employer may reduce the salary of the employee by the amount received for working as an election judge for hours the employee would normally work. The Statute makes this decision optional for the employer.

5. How are election judges trained?

Judges are required to attend a 2-hour training class. Judges are paid to attend the class. Sessions are held in July.

Fire Department

1. Can I have a fire in my backyard?

Recreational fires are allowed with several conditions. Fires can only be 3 feet in diameter, are allowed from 8 a.m. to midnight for no longer than 6 hours, and must be 25 feet from any structure. Only clean wood or charcoal may be burned. Burning of trash, leaves or brush is not allowed.

Fires must be constantly attended by someone 18 or older, and extinguishing equipment must be readily available. Call the Fire Department at 763-767-6429 for more information.

2. I live in an Apartment or Townhome. Can I have a grill on my deck?

The City of Coon Rapids prohibits the use of any type of grill (gas, electric, charcoal) from being used on the deck of any vertically stacked residential unit. This includes any structure containing two or more vertically stacked units.

City Code section 12-419 reads: In any structure containing two or more vertically stacked residential units, no person shall kindle, maintain, or cause any fire or open flame on any balcony above ground level, or on any ground level patio immediately adjacent to or within 15 feet of any unit.

No person shall store any fuel, barbeque, torch, or other similar heating or lighting chemicals or devices in either of the above places.

4. Is there help available for child car seat installation?

Yes. This free service is available by appointment only to Coon Rapids residents through Safe Kids Anoka County. Free clinics for Anoka County residents are also available.  Email safekids@coonrapidsmn.gov to schedule an appointment. Clinics take place at the Coon Rapids Police Department, 11155 Robinson Drive. 

5. Where are the fire stations located?

There are 3 stations:

There are open houses at each station in early October to celebrate Fire Prevention Week.

6. How can I safely dispose of expired prescription medications?

2. Does the City have a tree sale?

Yes. The annual Arbor Day tree sale assists residents in acquiring a tree for their property at a nominal fee. Residents choose from a wide selection of bare root trees which can be pre-ordered through our Forestry Division.  Arbor Day in Minnesota is the last Friday in April.

3. Can you assist me with Forestry related questions?

The Recycling Center accepts newspapers, glass and plastic bottles, metal cans, scrap metal, waste oil and filters, car batteries, corrugated cardboard, plastic bags, fluorescent lights, packing Styrofoam pieces (no peanuts), plastics #1, 2, 4, 5 and 6, pop and beer cases, and telephone books.

Hours are Wednesdays and Saturdays, from 9 a.m. to 3 p.m.

Gun Permits

1. How do I obtain or renew a permit to purchase a handgun?

Coon Rapids residents must fill out a form and come to the Police Department to obtain or renew permits. More details can be found here.

2. Is there a fee?

There is no fee for a permit to purchase a handgun.

3. How long does the process take?

The application process takes approximately 5 - 7 Days. State statute 624.7131 subdivision 5 ensures the permittee will be provided with a permit or notified of a denial of permit within a 7 day period. When the permit is ready, the applicant will be notified by telephone.

4. Can you mail the permit to me?

The permit cannot be mailed. The applicant must appear in person at the Coon Rapids Police Department to pick up and sign their permit to purchase a handgun. The applicant must provide either a valid Minnesota driver’s license or identification card with their current address.

5. Do I have to obtain a permit to purchase in order to buy a long gun?

The permit to purchase is for handguns only.

6. What will happen if my permit is denied?

You will receive a certified letter in the mail detailing the reason for denial.

Homestead Market Value Exclusion

1. What is the homestead market value exclusion?

The homestead market value exclusion is a property tax program that the Minnesota Legislature passed in 2011 to replace the homestead credit. Homestead market value exclusion effectively reduces a property’s taxable market value for a property that is occupied as a person’s primary place of residence.

2. What is the benefit of the homestead market exclusion?

The benefit of the homestead market exclusion is that it provides for lower property taxes on a property that qualifies versus one that doesn’t. View an example of the tax amount calculation.

3. How do I qualify for the homestead market value exclusion?

To qualify for the homestead market value exclusion, you must meet all of the criteria listed on the Homestead Market Value Exclusion Requirement page.

4. Is the amount of the homestead market value exclusion the same amount on all properties?

No. The homestead market value exclusion is based on a number of factors, including property market value. Generally, the market value exclusion’s affect on taxes payable declines as a property value increases. For properties valued at approximately $400,000 and higher, the homestead value exclusion does not apply. There are also different credits for disabled persons, blind persons and manufactured homes, view the application.

5. Is there anything else I should know about homestead?

Every homestead is unique. Some homesteads involve property held under a trust agreement. Other property is purchased with lender requirements that may affect the homestead classification. You are encouraged to contact the Assessing Division at 763-767-6446 with any questions you may have.

1. How do I file a complaint about junk in someone’s yard, long grass, temporary signs in the boulevards, inoperable vehicles, or any other neighborhood nuisance?

For grass taller than 8 inches, you may call the Long Grass Hotline at 763-951-7200. Make sure to have the specific address of the property and include it in your message. For all other complaints, you may call the Code Enforcement Hotline at 763-767-6470.

2. How do I obtain a Rental License?

Fill out the Rental License application and submit it to City Hall along with the appropriate fees. You may download the application materials (link at right), come to City Hall for an application packet, or have one mailed to you by calling 763-767-6575.

Once your application and fees are received, you will be contacted by a Housing Inspector to schedule an inspection of the rental property.

3. How do I report a vacant property?

Call Property Maintenance at 763-767-6470 with the specific address of the vacant property. An inspector will then go out to confirm the status of the property and respond to any immediate issues that the property requires (i.e. getting the water shut off).

7. How can I get help paying my utility bills?

You should first contact your Utility Company about arranging a payment plan that is more comfortable for your budget. You can also ask them if they have energy assistance programs available. A second step would be to contact one of several other agencies about their energy assistance programs for paying your utility bills and restoring your gas and/or electric service if it has been disconnected.

8. How do I apply for a home improvement loan to fix up my home?

Contact the Lending Center, part of the Center for Energy and Environment at 612-335-5891 to ask what home improvement funds you are eligible for. Remember, do not begin your projects until you have received approval for your funding.

5. Can I submit a resume instead of completing a City application?

Resumes may be attached to an application, but are not accepted as a substitute for a completed city application form.

6. The job I’m interested in isn’t listed. Can I still complete an application?

No, applications are only accepted for current open positions.

7. How do I determine if I qualify for a particular job?

Minimum qualifications for a position are listed on the job announcement. Read these requirements carefully.  You should be able to determine whether or not you meet the minimum qualifications. If you are unsure, submit your application and Human Resources will review and compare your qualifications to other applications received.

Education or experience standards must be met as of the closing date of a job posting. Any exceptions to this requirement are noted in the job announcement. Possession of job requirements does not guarantee an interview. Each candidate's qualifications will be reviewed in comparison with other candidates.

8. I am a veteran. How do I apply for veteran’s preference?

When completing an online application you will find a question regarding veteran's preference. Please read the question, select one of the response options and attach a copy of your DD214 or other required documentation. If you do not supply the DD214 or other required documentation with your application, you must submit it no later than 7 calendar days after the application deadline for the position for which you are applying. If you do not supply the required documentation within the defined time frame, veterans preference points will not be awarded.

9. When are completed applications due?

Applications are accepted until the closing date and time listed on the job announcement. Late applications will not be accepted.

10. How does Human Resources determine if I qualify for the job?

Human Resources and the hiring department staff will review your application. It is very important to list all of your qualifications, education, experience (paid or volunteer), licenses, certificates and special skills on your application.

Occasionally other materials may be required. These other required materials may include a supplement designed for that position, a statement of qualification, or a writing sample. Any other required materials are noted in the job announcement.

11. If I apply and am not hired for a position, will I need to reapply for future openings?

Yes, in most circumstances, the application you submitted will only be considered for the position for which you first applied.

12. When will I be contacted about my job application?

Candidates selected by Human Resources and the hiring department to be invited for an interview will be contacted by telephone or email. Applicants not selected for an interview will receive an email notification.

13. I’m interested in a Community Service Officer position. What qualifications do I need?

A high school diploma or equivalent is required. Candidates must be currently enrolled in a law enforcement program. The Community Service Officer position in Coon Rapids is an internship program designed to provide students in the law enforcement program working exposure in a police department and is limited to no more than 4 years. Candidates must possess strong communication skills and have an understanding and appreciation of the role, functions, and responsibilities of a police department. Candidates must possess a valid driver’s license and good driving record.

When the City has a Community Service Officer vacancy, the posting will be displayed on the City’s website.

14. What qualifications do I need to apply for a Police Officer position?

Police officer candidates must possess an associate's degree in Police Science, have attained the age of 21 years and possess a valid driver's license with a good driving record.  Two years of experience in a full-time Police Department may be substituted for each year of the educational requirement. Applicants must be Peace Officer Standards and Training (POST) eligible and will be required to provide a copy of their POST certification or license with their application.

When the City is recruiting for a Police Officer eligibility roster, the posting will be displayed on the City’s website.

15. How can I become a Coon Rapids Firefighter?

Full-time (career) firefighter vacancies are only available to Coon Rapids Paid-On-Call Firefighters. The City conducts external recruitment only for the Paid-On-Call Firefighter roster.

The Paid-On-Call roster recruitment generally occurs every two years. Any vacancy for a Paid-On-Call Firefighter is filled from this roster. A Paid-On-Call Firefighter is required to maintain residency within the 10-minute response zone. The Coon Rapids’ response zone is based on a 10 minute drive time from each fire station. Paid-On-Call Firefighter candidates cannot also be an employee of the City of Coon Rapids or cannot be an active member of any other fire department. Night to Unite is the first Tuesday in August. Neighborhood gatherings often begin around 5:30 p.m., it is up to each group to set a time that works best for their area.

3. Why did we change the name of the program?

Primarily to get out from under the umbrella of the National Association of Town Watch (NATW). NATW is a non-profit organization that manages National Night Out. NATW fell under scrutiny when the public gained knowledge regarding the compensation the executive director was earning.

The funds to support this program primarily come from the Department of Justice and membership fees paid by law enforcement agencies throughout the county.

4. What are the benefits of the name change?

We can produce our own materials without having concern for copyright laws. This will allow for a more affordable celebration.

Park Shelter Reservations

1. What shelters are available for reservations?

Shelters at Crooked Lake Park and Lions Park are available for reservation from May 1st** to October 31st. Riverwind Community Building is available to reserve year-round.

2. Do I need to have a reservation to use a picnic shelter?

All shelters may be used on a first come, first served basis. However, to guarantee a space at the Crooked Lake or Lions Park shelters, you need to reserve and pay fees in accordance with the fee schedule.

3. Does our reservation give us exclusive use?

With a reservation, you will have exclusive use of the shelter and corresponding grill. Parks are public space and restrooms and play areas are open to all.

4. What do we do if weather affects our reservation?

Reservations are rain or shine, but you may cancel at least 48 hours in advance with a full refund.

5. Can we reserve a shelter for just part of a day?

Reservations are for a whole day. Fees reflect shorter hours for Monday – Friday and all day Saturday and Sunday.

6. How many people can each shelter hold?

Each shelter has 4 picnic tables and accommodates most groups of approximately 50 people. If you expect more than 50 people at Crooked Lake or Lions Park, you will have to reserve both shelters at the park.

7. How do people know that a shelter is reserved?

The City posts permits in a permit box on each shelter alerting the public of a reservation. You will also receive a confirmation/receipt of your reservation to carry with as proof stating the date and shelter of use.

8. Are alcoholic beverages allowed with reservations?

All Coon Rapids parks are alcohol and tobacco free. In addition, please refrain from use of any glass containers.

9. May we set up a tent or bounce house for our reservation?

Bounce houses and tents are not allowed with park shelter reservation. Lawn games are allowable as room permits.

6. Are visitors allowed to smoke in city parks?

Coon Rapids parks are smoke free.

7. What other general rules should I know about Coon Rapids parks?

Glass bottles are not allowed in any city parks. Golfing is also not permitted except at Bunker Hills Golf Club, located within Bunker Hills Regional Park, located at 12800 Bunker Prairie Road. Coon Rapids parks are tobacco free and no feeding of ducks or other wildlife is allowed.

8. Can I have a bouncy house?

No, bouncy houses are not allowed on City property.

9. Can I have a tent?

Up to 10' x 10' pop-up tents are allowed but MUST be held down with weights, not pegs. Larger tents are not allowed.

10. Can we have music at a park shelter?

Music is allowed but must end by 9:00 pm and may not disturb nearby residents and park attendees. 

11. Can we use speakers to play our music?

Stand-alone speakers and amplifiers are not allowed. 

12. Can we bring crock pots and coffee makers?

Yes, but power strips are not allowed. Too many appliances plugged into an outlet may pop the circuit breaker. 

13. Can we bring our own grill?

Yes, as long as you take your coals with you when you leave. 

14. Can we have beer or other alcohol?

No, alcohol is not allowed in City parks.

1. Who do I call in the event of a sewer backup?

The Utilities Division has someone on call 24 hours a day for water and sewer emergencies. If you are experiencing a sewer backup in your home, call us first. You may be able to avoid an unnecessary service call and charge from a drain company if the problem is in the main line.

During our regular business hours of 6 a.m. to 2:30 p.m., you may call City Hall at 763-755-2880 and ask for Public Works.

At any other time call 911 and Utilities Division personnel will be dispatched to your home to analyze the problem.

2. My street light is out, how do I report it?

The Coon Rapids Recycling Center is open to all residents of Anoka County. If you live outside Anoka County, contact your local city or county for services.

Unique recycling opportunities are costly. The Coon Rapids / Anoka County Program is operated on funding specific for our community. If you live outside Coon Rapids or Anoka County, contact your local city or county and request the specialized services you desire.

3. I have some old furniture that is not able to be donated. What are my options? Can I bring it to your site?

No, the Coon Rapids Recycling Center does not have trash on site. You have a few options to get rid of your furniture that is at the end of its life. 1. How many vehicles are allowed at a residence?

One per licensed driver, plus 2 more. All vehicles parked outside must have current tags, be in operable condition and be parked on an improved surface such as asphalt, concrete or pavers.

2. Is parking allowed on grass?

City Code 12-306 states parking is prohibited on front and side yards except on improved surfaces. Parking in the rear yard is acceptable if the vehicle has current registration and is operable.   Improved surface means a surface such as asphalt, concrete or pavers.

3. Where can I place garage or rummage sale signs?

Signs are not permitted on trees, street signs or light and utility poles. One ground sign per lot is permitted, not larger than 6 square feet in area.  Signs may not be located within the public right-of-way. All ground signs must be set back at least one foot from a public sidewalk or 18 feet from the curb if there is no sidewalk.

4. What can I store outside?

Outside storage of anything that is not for outside use (i.e. lawn furniture, grills, etc) is prohibited.

5. What are the parking restrictions in Coon Rapids?

Coon Rapids has a winter parking ban in effect November 1st through April 1st. Vehicles cannot be parked on a public street between 2 a.m. and 6 a.m. between those dates. Parking is also prohibited on public streets anytime there is an accumulation of three or more inches of snow or until the street has been plowed from curb to curb.

6. What are the watering restrictions?

An odd-even sprinkling ban is in effect from June 1st through August 31st. This means houses with an odd number address water on odd numbered days, and even numbered addressed water on even numbered days. If necessary during periods of drought, additional restrictions may be imposed to ensure sufficient water supply for firefighting and every day necessities.

7. What should I do if I have a vacant house on my block?

The City monitors vacant properties and turns off the water service at these homes to help protect them from freezing pipes, flooding, and property damage.

8. What are the mowing requirements in Coon Rapids?

Grass and weeds cannot be taller than 8 inches. This includes front, side, and back yards as well as any grass on the other side of any fencing you may have on your property. The City monitors growth May 1st through October 1st.

9. Can I rake my leaves and grass into the street?

It is illegal to deposit leaves, grass, sand, or similar materials, or snow into the street.

10. There is a dog (or cat) running loose in my neighborhood. What should I do?

Coon Rapids has a leash law, and dogs and cats are required to be on a leash and be licensed or registered. Call 911 to report the loose animal. A Community Service Officer will be dispatched.

4. How do I report a pothole?

Use the Coon Rapids Report It system. This allows you to describe the location of the pothole, submit a photo and email your request to our staff. You will then receive an email stating we received your report. Potholes are patched throughout the winter and spring. City staff rotate through various areas of town to get to all locations as quickly as possible.

5. When does the City sweep streets?

Street sweeping occurs in the spring and summer. Residents can assist City crews by keeping their garbage/recycling cans out of the street, and place them behind the curb. This allows crews to clean streets thoroughly from curb-to-curb. Please do not keep basketball hoops, hockey goals or other materials in the streets or cul-de-sacs.

6. My street is going to be reconstructed. What does this mean and where can I find more information?

Reconstruction or mill and overlay work involves removing and replacing a section of a damaged curb, driveway aprons, sidewalks and repairing or replacing storm sewer, sanitary sewer and water main facilities. 2. My water meter needs repair. Who do I call?

Water meters are maintained by the City. Plumbing valves, fittings and the service line to the curb stop are the responsibility of the property owner. Clear the area around your water meter to keep it accessible for ease of maintenance and reading.

If your water meter is leaking or it is not working properly, please call Utility Billing at 763-767-6438 to schedule an appointment.

Curb stops which isolate a service line from the main line in the street should be located and "at grade" for emergency shutoffs. City Code prohibits the use of electric welders for thawing frozen water lines.

3. Does Coon Rapids have summer watering restrictions?

Update October 20, 2021  -  The 2021 Water Emergency, which had been extended due to drought conditions, expired October 19, 2021. There are no sprinkling restrictions for the remainder of the season.

Yes, an odd/even sprinkling ban is typically in effect every year from June 1 - August 31. In 2021, the sprinkling ban was extended past August 31 until further notice, due to drought conditions and high water use. This means houses with an odd number address water on odd numbered days and even numbered addresses water on even numbered days. If necessary during periods of drought, additional restrictions may be imposed to ensure sufficient water supply for firefighting and every day necessities. It is best to water your lawn during the early morning hours. You should also set your rain sensor to detect when it’s raining so that your sprinkler system does not go off. Exceptions are made for new sod, seed and shrubs planted within the last 30 days.

4. When and why are the fire hydrants flushed?

Hydrants are flushed beginning in the spring to help remove iron and manganese sediment and to ensure each hydrant is operating properly.

5. My water is discolored, what is wrong?

Every spring, City utility crews flush half of the fire hydrants in the city. If crews are working in your neighborhood, you may experience some water discoloration, but this does not affect the safety of the water. It’s best to avoid doing laundry until the discoloration has disappeared.

6. I have no water, or low water pressure what do I do?

If you have no water check to see if the water valves are open at the water meter by turning them counter-clockwise. If you have done this and there still is no water, call Public Works at 763-755-2880.

If you have low water pressure first make sure both valves before and after the water meter are completely open. Next, check the outside faucet. If the water pressure is good, then the problem is inside your home. If you are unable to determine the cause, call Public Works at 763-755-2880.

7. I’m doing yard work and need to know where underground utilities are located. How do I obtain this information?

Don’t dig until you call Gopher State One Call at 651-454-0002 (also known as 811) to mark all underground installations on your property. It is a requirement by law. A 48-hour notice is required before doing any work.

2. What is electronic billing or eBill?

eBill is an electronic copy of your utility bill. When registering for eUtilityBilling, you may elect to receive ebills. If you choose to receive eBills, you will no longer receive a paper copy of your bill each quarter. You will be notified each quarter by email when your ebill is ready to be viewed online.

3. What forms of payment are accepted for Utility Bills?

You may pay with cash (in person only), check, eUtilityBilling, automatic withdrawal from your checking or savings account.

4. eUtilityBilling - Do I have to enter an email address to make a payment?

Yes, an email address is required for payment confirmation because your payment receipt is sent via email.

5. eUtilityBilling - Do I need to register to pay a bill?

You may need to register to receive electronic bills by email, but registration is not required for One Time Payments. One Time Payments require you to enter your payment information each time you make a payment. By registering, you avoid that step and gain access to your payment history.
